  * summary:  Toggle in and out of admin mode for users with TRAC_ADMIN
              permission and similar => administrative fields
              clutter the screen

Comment:

 Well, I don't really see the buttons as a problem.  However, the ticket
 description field can get in the way when you're not using it.  Rather
 than toggling the admin privileges I'd rather change the UI a bit so that
 it's not a problem.  Perhaps making the description section collapsible
 with a bit of JavaScript would work.
