 Just had the same problem in my test environment (Windows XP Pro SP2,
 Apache, CGI, Python 2.3.4) with 0.8.4.

 In report_rss.cs, $HTTP.Protocol already includes the port, so the
 additional code to include the port number was doubling it up.

 Patch attached.
