It seems that the "Settings" page doesn't actually use the "Settings"
email address for notifications.
It would be great if email addresses and settings could be associated with
username in the database. When activity occurs on a ticket, the settings
could be checked to generate an email.
Two settings I would like are:
1. Email me when I become the owner of a ticket
2. Email me all activity for tickets I am the owner of
I believe ticket #1188 is related, also.
