 We have been using Trac where I work for a few months now and its perfect
 for knowing what defects/enhancements are needed, but its not very useful
 in terms of testing whether the defects have been fixed.

 We have a basic procedure here, that a ticket gets filed, the developer
 would like to mark it as fixed but not closed. This way our QA team could
 do a report on fixed but not closed queries and ensure that the
 defects/enhancements, keeping the owner the original fixer.

 Then, if the ticket is not perfect from QA's perspective, they could
 reopen it, or if satisfactory, could finally mark it as closed.

 So basically, this is a request to make it so that marking a ticket as
 fixed/wontfix/etc does not actually 'close' the ticket, but rather a
 separate drop list/radio list exists for open/closed tickets.
