 The documentation for the query links "query language" indicates that the
 correct operator for not equals would be !=, however, the example on the
 page (Active tickets against 0.8) and my own experimentation (e.g.
 query:status=!closed&group=type) indicates that the operator is actually
 =!

 I'm unsure whether this is a non-issue, a parsing issue, or a
 documentation issue
