 How to reproduce:
 1) browse to http://projects.edgewall.com/trac/milestone/1.0 (or similar
 milestone, where there are issues without owner)
 2) go to "Ticket status by", and choose owner
 3) click the first bar, that shows issues without owner

 It will show all open issues. I would expect it to show open issues that
 have no owner.
