 There is a few interest in notifying people when the only change made to a
 ticket is a modification of the CC: field, especially with public access
 to the project, such as the Trac project itself.

 It would be nice that Trac provides an option to disable email
 notifications on such a change. This option could be extended to the
 Keyword field as well.

 (I think I already logged this issue in another ticket, but I cannot find
 it. Maybe it is part of an additionnal request to an existing ticket)
