#3000: Add a web module to allow web based trac administration

If there is enough interest, is it possible to create a web interface for
Trac administration? The initial setup of an administrative user would be
required via the trac-admin command, or a default admin user could be
created and require the user to change the password on installation. From
that point on it would be much easier to administer Trac via a web
interface. I think this would also make the Trac setup easier, as well as
increase appeal to larger organizations by decreasing the time required to
learn the administrative commands. I would be interested in working on
this but I will be unavailable due to current project commitments until
after April. The module hooks available in version 0.9 should make this
easier to implement, do you think there would be any value in pursuing
this module?
