 I'd like to be able to create links between arbitrary tickets (many-to-
 many). It could appear as: "See Also: #aaa, #bbb, #ccc" in the ticket
 summary.

 The UI for creating these relationships could be just like the `Cc` or
 `Keywords` fields -- that is, just a text field where you enter a comma-
 separated list of ticket numbers.
