 If templates_dir (as defined in trac.ini) doesn't exist, trac segfaults
 instead of giving an error message stating the problem. This can be a
 problem particularly if you run Trac inside mod_python as this means
 Apache segfaults.

 This problem exists in 0.9.x and in 0.10dev.
