Comment:

 [milestone:0.9.4] is a bugfix-only release, so please don't add
 enhancements to it.

 Users without the CHANGESET_VIEW permission can still access the log
 messages in the "Revision Log" if they have LOG_VIEW permissions.
 However, you could accomplish what you're asking for if the display of the
 file diffs was dependent on the FILE_VIEW permission, which is probably a
 good idea.
