[Trac] Ticket notifications

I added a question to the faq a little while ago, and just noticed the
top of the page to send the question here.

It goes something like this: 


 <http://projects.edgewall.com/trac/wiki/TracFaq#id34> 5.4   How do I
get notifications on a particular ticket without adding a comment?


A secondary question that I'd like to know is why does a section have to
have some text in it?  If it is blank, then perhaps trac should track it
as a documentation bug until it is filled.
