You need some other packages.  I'm running FC3 here with these packages
installed:
  subversion-perl-1.1.2-2.3
  subversion-1.1.2-2.3
  mod_dav_svn-1.1.2-2.3
  py23_pysvn_svn112-1.1.1-327

You may not need mod_dav_svn or subversion-perl depending on your setup,
but you definitely need the other two.
