My only suggestion at this point: it seems like it would make more sense to
have php.py set precedence to 0 by default, rather than require an edit to
override SilverCity.

In the event that someone wants the less-thorough highlighting that
SilverCity (or Enscript) offers, let _them_ edit php.py and reinstall.
