[Trac] Stupid newbie question: How do I add users?

Hi there -

I searched and searched (mailing lists, documentation, google), but
could not find out any info on adding users to Trac.  That login button
at the top of the page...how do i create a user so I can log in?  How do
I set the password for a user?  Is there any way a user can request a
login account?  Any help will be greatly appreciated.
