[Trac] permissions on wiki subpages

There've alreay been a couple of discussion on this topic (svn as trac
backend), and probably some tickets and/or wiki pages.
IMHO, svn backend would be a bad idea for Trac.

However, I agree a rename tool is really needed, as well as a bunch of
other admin task tools.
