I think you should first try to install the precompiled packages that
comes with your distribution rahter than to build the packages
yourself. First things first 8). That would save you a lot of hassle.

About this specific issue, I think it is documented "somewhere", can't
remember where though. APR is a library that comes from the Apache
server.

You need to install this library first. If you install the precompiled
library, do not forget to install the header files (i.e. the
development kit of the library).

Again: try with the precompiled packages first.
If you want to rebuild subversion, I think you should ask questions to
the subversion ML, as we are going off topic now ;-)
