[Trac] trac.ico usage?

Are you using 0.8 or some version of trunk after that? A bug in regard 
to the icon URL computation slipped into trunk at some point, but in 
0.8 (and the 0.8-stable branch), the icon should always resolve to 
<htdocs_location>/trac.ico.

Definitely not, that would be a bug as I said above.
