I also had a similar problem when upgrading from .7 to 0.8...

As far as I could tell, the install did not work properly, it did not
copy all the 0.8 files over...

I think in the end I tried manually synching the distribution directory
with my install directory and it "seemed to" work.

Hi Claude,

I should have been more specific. I'm trying a clean install on Windows
2003 Server with IIS6. 

Initially I thought it might be permission problems but I'm running it
as Administrator.

I think there might be some Python install problem but don't know enough
about Python to track it down.

I followed the "Windows Installation instructions for Subversion w/Trac
0.7.1".
