[Trac] Trac 0.8 on Windows Server

[Claude Montpetit [Nertec]]

Being a traditional Windows user, I like installers that do everything 
for me... so I used BigApache which installs all (well almost all - you 
need the Subversion modules and python bindings) that is required to run 
Trac.

Once I installed BigApache, I installed Trac by following and adapting 
the instructions found at

   http://projects.edgewall.com/trac/wiki/TracOnWindows

Ran into a few issues but it was somewhat straight forward.
