Most of it was old. I performed a clean install using setup.py and rebuilt
my tracenv.
Is there any way to get trac to talk to a remote subversion repository? I
could then install trac on a Linux box and have it point to the repository
on the Windows box.

When the install didn't copy everything over, I think there were only a
couple of files that didn't seem to make it (one being the template page
so it didn't show 0.8 after the upgrade, but seemed to be functionally a
0.8).
Sounds like your's was worse. How many files were out of synch?
I'm no expert so I'm hesitant to make suggestions.

Hi Peter,
I have synced the install directory with the folders and can now get to
the start page.
However, every link I try ends up navigating back to the start page. The
URL changes in the address bar but the page displayed is the start page.
Actually the only link that seems to work is the Page History.
Also I can edit the start page but receive an error message saying that
it has already been edited. The changes I make seem to be applied.
Any ideas?
