[Trac] PostgreSQL Conversion

MySQL is next, although with the subqueries in some of the SQL 
statements, I believe I will have to go with 4.1 or higher.  4.0 is the 
stable branch last I checked, but doesn't support what we need.  I'll do 
some research once pgsql is stable...
