[Trac] Ticket notification email address

I am still trying to get the e-mail notification feature of Trac 0.8 
into a working state, and I am having some problems/misunderstandings.

Question:
 From where does trac take the e-mail address of a user to send the 
notification e-mails?

Our situation:
We run on windows. I have set up Trac and everything seems to work. Even 
e-mail notification works, but only when you specify a complete e-mail 
address into the ticket's CC field.

When I click on settings, I have the opportunity to specify an e-mail 
address for my logon name. I used to believe that if trac wants to 
notify a user of a ticket change, it would take the user's e-mail 
address from the session table and send the e-mail to that address.

Is that assumtion true or false? Does Trac send e-mails to logged in 
users or only if e-mail addresses are explicitly specified in the ticket 
fields?

BTW, what is the status of the related issue #222? Will that make it 
into the next release?
