[Trac] Scope of a "project" or a "repository"

-1 --- I think Trac should offer/support one scheme or the other.  Trac's
greatest feature (IMHO) is its simplicity; the more different workstyles
we try to support with it, the more complex it will become.  (I already
have students trying to find things in 0.8 that can be thrown away...)
