[Trac] Upgrade to 0.8.1

I was able to get 0.8 running on Apache/Windows without much
difficulty. However, I'd like to upgrade to 0.8.1, but I'm not sure
precisely how to go about it. Should I use the Win32 installer or use
the ZIP file? I'm not very familiar with Python, so I'm not sure where
to place the new files. And do I need to compile anything or update
the database environment?

Any helpful information would be appreciated before I attempt the upgrade.
