[Trac] .8 is nice, will .9 solve these whoes?

No. There is no per page/ticket permissions, so you see all or nothing. 
(this can partly be resolved by multiple projects but it's just a 
workaround.)

Side note: It might be possible to write per object permissions system 
with new refactored authorisation system and pluggable modules in 0.9
