[Trac] [patch] wiki notifies via email

Hi,

I would like to contribute the attached patch I developed to enable  
the Trac wiki to send email notifies.

It adds the WIKI_NOTIFY permission and allows entitled users to be  
included/excluded from the notify list via the Settings form.

The patch applies against trac-0.9b2, currently tested on Apache2 
+mod_python and a PostgreSQL backend.
