[Trac] webadmin: adding Milestones?

Milestones are managed in the roadmap. Milestones are when a fix is
scheduled(future) and versions are where the problem appeared(past).

It is just me or does the webadmin plugin not yet have a way to add
Milestones, only Versions?

Also, why are these different?  What's the usage?
