There's no need for the webadmin plugin to add Milestones, as the
Milestones can be added from the core web interface. You need the
appropriate priviledges to get the "Add new milestone" button to
appear. (see permissions MILESTONE_CREATE, MILESTONE_DELETE,
MILESTONE_MODIFY)
