[Trac] how to manage roadmap items with the browser

You need the _CREATE or _MODIFY permissions to perform some change in
the environment, so I will suggest you define such a permission for
the milestones ;-)

MILESTONE_CREATE, MILESTONE_MODIFY   (or MILESTONE_ADMIN)

The list of available permissions is printed out when you use
"permission list" in trac-admin.
