[Trac] TracTags 0.4.0

Another release.  Tested with Trac 0.9.4 (Python 2.3 and 2.4) and
0.10dev (Python 2.4).

Get it, as usual at

Changes in this release:
  * Tags link is now a main navigation item (i.e. next to "Search"
instead of "About Trac")
 * Enhanced expression quoting
 * Expression based queries are now the default for the /tags handler
 * Friendlier /tag navigation (added a filter input field)
  * tag: replaced with tagged: for enhanced readability and since
TracMercurial? uses tag:
 * Cache fixes
  * PostgreSQL fixes

As always, bug reports/enhancement requests are welcome.
