[Trac] WebAdmin Plugin Installation

Found the culprit. SELinux. Once I opened up that directory all was
well. For anyone else who may be interested (and has SELinux
enabled), run the following:
sudo chcon -R -t httpd_sys_content_t /path/to/egg/cache/dir
