You probably have defined a "project name" option with --auth that
does not match the actual project name: the --auth option requires
that you specify the name of the project directory, ie:

trac-admin initenv /var/trac/myproject
-> use "myproject" as the project name for tracd --auth, whatever the
actual project name is.
