[Trac] Authentication plugins

Also, have a look at http://trac-hacks.org/wiki/AccountManagerPlugin

I'm admittedly biased since I wrote the AccountManager, but it's the
most extensible of the plugins.  There are some items related to user
management and authentication scheduled for 0.12, so we'll look at the
state of the various plugins at that time to see what would be useful to
integrate into the Trac core.
