[Trac] Email Notification, trac 0.96

Oh my god.

I just realized I didn't put the option to notify always the owner.

The first time I installed trac was version 0.8.4 and this option
didn't exist, I keeped on updating trac through different versions
until now.

Now it is working, I am so embarrassed.
